MINUTES
The minutes of the March 23, 2001 were recommended for approval. A motion for approval was made by Oren Sutherlin; seconded by Jean Shonkwiler; motion passed 12-0.
2000-01 BOYS & GIRLS TRACK & FIELD TOURNAMENT STARTERS
Assistant Commissioner Cox presented a list of track and field starters who have applied to work the 2001 tournament series. Mr. Cox requested approval to assign starters from this list. A motion to approve the submitted list of starters was made by Dennis Eller; seconded by Janis Qualizza; motion passed 12-0.
2000-01 GIRLS TENNIS TOURNAMENT OFFICIALS
Assistant Commissioner Wynns presented a list of USTA officials and requested permission to assign officials from this to assist at the 2001 girls tennis tournament series. A motion to approve the submitted list of tennis officials was made by Joseph Trimboli; seconded by Linda Barnett; motion passed 12-0.
2000-01 BASEBALL TOURNAMENT UMPIRES
Associate Commissioner Craft presented a list of baseball umpires who have made application to work the 2001 tournament. Permission was requested to assign umpires from this list. A motion to approve the submitted list of umpires was made by Janis Qualizza; seconded by Cecil Raymond; motion passed 12-0.
2000-01 SOFTBALL TOURNAMENT UMPIRES
Assistant Commissioner Searcy presented a list of softball umpires who have made application to work the 2001 tournament. Permission was requested to assign umpires from this list. A motion to approve the submitted list of umpires was made by Dennis Eller; seconded by Patrick Mapes; motion passed 12-0.
APPROVE THE SWIMMING COACHES PROPOSALS
The Executive Committee took the following actions on proposals presented by representatives of the Indiana Coaches of Girls Sports Association Swimming Committee and the Indiana High School Swim Coaches Association at the March meeting.
APPROVE THE WRESTLING COACHES PROPOSALS
The Executive Committee took the following actions on proposals presented by representatives of the Indiana High School Wrestling Coaches Association at the March meeting.
1. The Dual Meet Tournament should become a class system tournament with three classes and ninety-six sectionals. This proposal was voted down during the IHSAA Board of Directors meeting, and therefore, is a mute issue.
APPROVE THE 2001-02 BOYS AND GIRLS BASKETBALL TOURNAMENT FORMAT
Commissioner Ress recommended the following format for the boys and girls basketball tournament:

This format calls for a one-week overlap of the girls and boys tournaments. The Saturday (March 2, 2002) of boys sectional week is the same day as the girls state basketball finals. At most, eight schools could have teams playing in the girls basketball state finals and the boys basketball sectional finals on that date. Affected schools would play the boys basketball sectional championship game on the following Monday night. The regionals will be four-team events with single game semi-state and state championships. A motion was made by Mike Blackburn to approve the proposed tournament format; seconded by Linda Barnett; motion passed 9-3 with Mike Blackburn, Jean Shonkwiler, and Joseph Trimboli dissenting.
APPROVE THE SITE FOR THE 2001-02 VOLLEYBALL STATE CHAMPIONSHIPS
Commissioner Ress presented a proposal to move the 2001-02 Volleyball State Championships to Hinkle Fieldhouse. Joseph Trimboli made a motion to approve said proposal; seconded by Janis Qualizza; motion passed 12-0.
APPROVE THE PRELIMINARY PLANS FOR THE 2003-04 CENTENNIAL CELEBRATION
Commissioner Ress presented a proposal for preliminary plans for the 2003-04 IHSAA Centennial Celebration. Oren Sutherlin motioned to accept the proposal; seconded by Mike Blackburn; motion passed 12-0.
APPOINT MEMBERS TO SOFTBALL REALIGNMENT COMMITTEE
Chairman Crafton appointed Executive Committee members to the softball realignment committee: Curtis Casbon, Michael Powell, Dan Cunningham, Pam Noble, and Jim Feist.

Assistant Commissioner Craft reported on transfers that have been ruled upon during the 2000-01 school year. This report included the following actions as of April 24, 2001. Full Eligibility 2408

SPORTSMANSHIP
Assistant Commissioner Wynns reported on the unsportsmanlike conduct reports that have been received this year. Contest officials have reported 958 incidents of unsportsmanlike conduct. At least one incident of unsportsmanlike behavior has been reported in 9 of the 16 sports where licensed officials are used.
FINANCIAL REPORTS ON WINTER SPORTS
Assistant Commissioner Cox reported on the attendance and finances for the 2000-01 Wrestling Tournament Series. Wrestling experienced a very productive year. Total attendance figures were decreased due to the change in sessions at the individual state championships. However, the net receipts increased.
Assistant Commissioner Searcy presented the Executive Committee with attendance and financial data for the 2000-01 Boys and Girls Swimming and Diving Tournament Series. For the second time in two years, swimming finished on the positive side of the ledger. The net revenue increased to $11,693.77, while the overall attendance rose to 42,209.
Assistant Commissioner Searcy provided the Executive Committee with the annual attendance and financial report for the 2000-01 Gymnastics Tournament Series. Total attendance for gymnastics increased to 4,267 from 4,159, and the overall deficit was approximately $10,000.
Assistant Commissioner Wynns updated the Committee on the 2000-01 Girls Basketball Tournament Series. This year the tournament series showed an overall increase in revenue by approximately $23,000 or 13%. However, the added expenses of moving to Conseco Fieldhouse resulted in a $25,000 plus drop in income at the state finals. The total tournament attendance increased to 229,263 from 175,764 the previous year.
Associate Commissioner Craft presented the attendance and financial figures for the 2000-01 Boys Basketball Tournament Series. While overall attendance was up slightly (1,276), the net income declined by approximately $32,000.
FINANCIAL REPORT
Commissioner Ress presented the monthly financial report of the Association.
LITIGATION REPORT
Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.
PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:
Brownsburg High School
Commissioner Ress reported the following action as a result of a violation of Rule 14-1.
Chesterton High School
Commissioner Ress reported the following action as a result of a violation of Rule 9-17.
Lewis Cass High School
Commissioner Ress reported the following action as a result of a violation of Rule 14-1.
1. The Lewis Cass High School baseball program is issued a warning.
2. The junior varsity coaches involved in this incident are reprimanded for permitting this violation to occur.
4. The administration is commended for its prompt reporting and handling of this matter.
Rensselaer Central High School
Commissioner Ress reported the following action as a result of a violation of Rule 9-13.
1. The Rensselaer Central High School baseball program is issued a warning.
Sullivan High School
Commissioner Ress reported the following action as a result of a violation of Rule 9-16.
1. The Sullivan High School softball program is issued a warning.
3. The IHSAA agrees with and accepts the administration’s decision to suspend Coach Gilham.
Vincennes Lincoln High School
Commissioner Ress reported the following action as a result of unsportsmanlike conduct.
1. The Vincennes Lincoln High School boys basketball program is issued a warning.

A motion to adjourn the May meeting of the IHSAA Executive Committee was made by Oren Sutherlin; seconded by Dennis Eller; motion passed 12-0. The next meeting of the Executive Committee will be at IHSAA headquarters on June 8, 2001.
